INFORMATION BELOW HAS BEEN UPDATED TO REFLECT PROJECT ADDENDUM #1 CHANGES ISSUED MAY 10, 2012, ADDENDUM #2 CHANGES ISSUED JUNE 21, 2012, ADDENDUM #4 ISSUED JULY 9, 2012.

NOTICE IS HEREBY GIVEN that the County of Monterey (COUNTY) invites qualified contractors to submit sealed bids for the above project. Bids must be received and date-and-time stamped in the Office of the Clerk of the Board of Supervisors/168 West Alisal St 1st Flr/Salinas CA 93901, per Addendum #2 no later than 2:00 p.m. on JULY 13, 2012.

The bids will be opened and publicly read aloud by the Contracts/Purchasing Agent in the Clerk of the Board Conference Room 1032, Monterey County Administration Building/168 W Alisal St 1st Flr/Salinas CA at 2 p.m. on JULY 13, 2012.

The Contractor’s license number and its expiration date shall appear on the bid. Bidder shall possess either a valid class “B” or a combination of Class “C5, C6, C7, C10, C15, C16, C33, C36, C50" and "C51” licenses at the time of contract award.

Each bid shall be in accordance with the drawings, plans, specifications, special provisions, and other contract documents prepared by Kasavan Architects/60 W Market St Ste 300/Salinas CA 93901 and shall be submitted on the bid form prescribed by County. Determination of the lowest responsible bidder will be based upon the base bid.

THE FIRST MANDATORY BIDDERS’ MEETING will be held on April 26, 2012, at 10 a.m., at Natividad Medical Center/Main Lobby/1441 Constitution Blvd/Salinas CA 93906.
THE SECOND ADDITIONAL MANDATORY BIDDERS' MEETING will be held on May 22, 2012, at 11 a.m., at Natividad Medical Center/Main Lobby/1441 Constitution Blvd/Salinas CA 93905.

Work to be done for the base bid elements, in general, consists of: Interior finish upgrade and preparation of four Radiology X-Ray rooms for the installation of four new pieces of radiology X-ray equipment. Scope of work includes demolition, electrical, structural, cabinetry, and interior finishes.

All questions regarding the project during the bidding process must be made in writing to the attention of the Project Manager and submitted via E-mail, Ebidboard, facsimile, or postal mail. Verbal questions will not be accepted. Per Addendum #2, Questions regarding the project received after Noon (12 p.m.) on July 5, 2012, will not be accepted.

Interested parties may examine the project manual, specifications, drawings, and other contract documents at Natividad Medical Center’s Facilities Office/1441 Constitution Blvd Bldg 900/Salinas CA 93906 (831)755-4220. Alternately, interested parties can either contact Facilities regarding obtaining printed copies of these items or view and/or download and print them directly for free from the Monterey County website project page (http://www.co.monterey.ca.us/publicworks/bids.htm) PLANHOLDERS/OTHERS MUST REGISTER BEFORE THEY CAN VIEW OR DOWNLOAD THE DOCUMENTS.

The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract. Copies of the prevailing rate of per diem wages are on file and shall be made available to any interested party on request from NMC Facilities office listed above. Current prevailing wage rate schedules can also be found at the California Department of Industrial Relations website located at http://www.dir.ca.gov/DLSR/PWD. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than said specified rates to all workers employed by them in the execution of the contract.

A bidder’s bond issued by an admitted corporate surety company in an amount equal to at least ten percent of the total amount bid, must accompany the bid. A blank Bidder’s Bond form is attached to the proposal. For the selected contractor, a payment bond and a performance bond, each in the amount of 100% of the Contract, are required. Pursuant to Public Contract Code section 22300, Contractor may substitute securities for any monies withheld by County to ensure performance under the contract.

Pursuant to Monterey County Code Section 5.08.120, all contractors and subcontractors providing work, laborers, or suppliers on the project must promise to make a good-faith effort to hire qualified individuals who are, and have been for at least one (1) year prior to the opening of bids, residents of the Monterey Bay Area in sufficient numbers so that no less than fifty percent (50%) of the contractor's total construction work force on the project, including any subcontractor work force, measured in labor work hours, is comprised of Monterey Bay Area residents, defined as persons residing within the boundaries of Monterey, Santa Cruz , or San Benito counties.

County reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. No bidder may withdraw his bid for a period of sixty days after the opening of bids without the written consent of County.
