Q: Per the spec paragraph 6 Contractor shall be responsible for reconstructing any existing sewer lateral that may not be shown in the Plans that are conflict with the storm drain pipes. It shall be Contractor's responsibility to protect all sewer laterals that are not in conflict with new storm drain pipes from damage during his construction operations, and to quickly restore sewer service if any sewer laterals are damaged at the Contractor's own expense. Lateral service lines shall be reconnected to the existing sewer main using appropriate pipe, wye fittings and couplings that match existing lateral sizes. Contractor is hereby informed that the locations of the existing sewer lateral lines shown on Plans are approximate and based on as-built drawings. Is the County willing to pay for the "need" to reconstruct a sewer lateral in conflict with the Storm drain as an increased in quantity to bid item #50? 09/30/19

Q: Per the plans several utilities run parallel to the proposed storm drain; if the utility interfers with the storm drain trench will the County relocate the proposed storm drain or offset the line to avoid the existing utility? Q: As per section 7-1.01 Maintaining Traffic of the Special Provisions state that “All existing sidewalks or pathways shall be maintained through the duration of construction in such a way as to allow pedestrians access that meets ADA standards. The contractor shall backfill the excavated sidewalk section with dirt and have it temporarily surfaced with cold mix asphalt concrete as soon as they are done with that section of sidewalk. By the end of the work day, pedestrians shall have full access to the sidewalk area. Plywood and/or steel plates will be allowed at the engineer’s discretion”. Will the County require ADA access within the ramp and sidewalk area during construction as stated in the section above? Or will the County allow the contractor to detour ADA and pedestrian access during construction? In projects with other agencies the contractor has been required to maintain pedestrian traffic on one side of the street. Will the County allow the contractor to close one side of the street to pedestrian traffic as long as the other side of the street is open in its existing or completed condition? If the contractor is required to surface the entire pedestrian access with coldmix, it could be prohibitively expensive, and require more than 1,000 tons of cold mix material; as well as additional labor and equipment to install and remove daily ahead of the pour crew, at which time closing the sidewalk will be required in order to protect the wet concrete and allow the cure time needed. 09/24/19
