Project Description: DESCRIPTION OF WORK
The proposed work shall be performed in accordance with the plans, specifications and other contract documents and shall consist of the following: demolition and replacement of the existing access control and alarm system hardware and software, and storefront doors and hardware at City owned facilities located at Elk Grove City Hall at 8401 Laguna Palms Way, Police Department Facilities 8400 and 8380 Laguna Palms Way, Elk Grove, 95758, Police Fleet Facility 10190 Iron Rock Way, Special Waste Collection Center 9255 Disposal Lane, and the Corporation Yard 10250 Iron Rock Way, Elk Grove, CA 95624 (Work).

CONSTRUCTION LICENSE
Bidder must possess a current valid Class “B” General Building and C-7 Low Voltage Systems Contractor or Class C-10 Electrical Contractor, or C-7 Low Voltage Systems Contractor or Class C-10 Electrical Contractor Contractor’s License issued by the State of California. The Contractor and/or their subcontractor must be a certified Avigilon installer.

WORKING DAYS
The Contractor shall diligently prosecute the First Order of Work to completion, before the expiration of sixty (60) Working Days from the date Work begins as defined in Section A-4 of the General Conditions. The First Order of Work shall be defined as all material procurement, the City’s Live Scan process (see Technical Specifications Section 01 10 00 Summary of Work for Live Scan requirements), and all Work excluding on-site construction. After the First Order of Work is complete, or the sixty (60) Working Days has expired whichever comes first, the Contractor shall execute the Second Order of Work before the expiration of fifty (50) Working Days. The First and Second Order of Work shall be completed consecutively and the City will issue the Contractor two Notices to Proceed for each order of work. No additional allowance shall be paid for any costs incurred due to the time between the end of the First Order of Work and the beginning of the Second Order of Work. The Second Order of Work shall be defined as all on-site construction including: demolition of the old door security hardware and software and replace with new door security hardware and software. No extensions of time will be granted if the City Council awards the Add Alternate A Work.

LIQUIDATED DAMAGES
FIRST ORDER OF WORK: Contractor shall pay to the City as liquidated damages the amount of $900 per day for each and every day’s delay in finishing the work in excess of the number of days specified. The parties expressly agree that determining the exact amount of actual daily damage would be difficult to fix in advance and that after reasonable negotiation, this amount is reasonable under the circumstances existing at the time the Contract is made.
SECOND ORDER OF WORK: Contractor shall pay to the City as liquidated damages the amount of $700 per day for each and every day’s delay in finishing the work in excess of the number of days specified. The parties expressly agree that determining the exact amount of actual daily damage would be difficult to fix in advance and that after reasonable negotiation, this amount is reasonable under the circumstances existing at the time the Contract is made.

SUBSTITUTIONS
Pursuant to Public Contract Code Section 3400(c)(2) the City may make a finding that designates a particular material, product, thing, or service by specific brand or trade name in order to match other products in use on a particular public improvement either completed or in the course of completion. As required by Section 3400(c) the City has made such findings as further described in the Supplemental Conditions Section C-19. These findings, as well as the materials, products, things, or services and their specific brand or trade may be found in Section C-19 of the Supplemental Conditions.
