RFP/RFQ Description: To minimize reliance on imported water, the City of Oceanside (City) has a number of projects directed at increasing local water supply and minimizing potable water use. The City is considering future opportunities for grants from the US Department of the Interior Bureau of Reclamation (BOR) to assist with funding.
Recycled (also referred to as reclaimed or reused) water and desalination projects are an important part of the WaterSMART (Sustain and Manage America’s Resources for Tomorrow) Program under the BOR Water Infrastructure Improvements for the Nation Act (WIIN). Title XVI projects develop and supplement urban and irrigation water supplies through water reuse—thereby improving efficiency, providing flexibility during water shortages, and diversifying the water supply. The Title XVI Water Reclamation and Reuse Program and Desalination Construction Program are programs that have similar feasibility study requirements per BOR and similar applications but have different funding avenues and opportunities.
Projects typically eligible for funding include planning, design, and/or construction of facilities that have either already been completed or will be completed by a certain time. To apply for funding, a Title XVI Feasibility Study must also be completed, accepted by BOR, and transmitted to Congress. In anticipation of future rounds of funding, the City is considering two opportunities for decreasing reliance on imported water: additional use of recycled water and additional wells on City-owned property.
